Hello. My chocolate Lab was around 7-8 years old when she developed a small tumor on her upper eye lid. It was beginning to irritate her eye, so we went to our regular vet first (in western Quebec), and the vet said she could take it off easily along with a small bump on her nose bridge.
My cost was $150. and I did have a "good client" discount.
I guess the regular charge would have been about $180. plus the $35 exam.

Since this is not actual eyeball surgery or eye disease, etc. you can probably have a regular vet take it off, it is not a big deal.
Eye specialists in Montreal are very expensive too, but are great for glaucoma etc.
Good Luck.
