My little scavenger ate a big ball of foil -- someone's barbeque garbage, I think -- when he was really little. It started off as a bigger ball, then when I tried to take it away he dug in and tore it in half (still a decent size, though). He was okay, but here's what I remember from our trip to the vet:
-- the vet will need you to estimate how much foil the dog got. So, if you have the scraps he didn't eat, can you figure out how much might be inside?
-- you said the remaining bits were shredded, right? That's good, because the stuff the dog ate is probably shredded too. Not as nasty as a foil ball inside to block him up
-- our vet was reluctant to force my dog to vomit the foil back up. It hadn't scratched him on the way down, but could hurt on the way back
-- we had to take very careful notice of his dumps for the next few days, to see that the foil wasn't staying inside.
IMO, you should see the vet anyway, but if it was a small amount of foil you needn't panic.
