This is horrible! Unfortunately there are sick and cruel people around who try and get even with someone by harming a defenseless animal.
Make sure your dog is never outside alone, and keep her toys in sight. If you go out with her, bring her toys back in the house.
If necessary, you can get a surveillance camera for a low price to check and see if anyone throws anything over the fence.
I'm glad Charlie was not really injured by this nutcase.
