A small quiet breed LOL I don't think there is one HAHAHAHA!
Seriously most smaller breeds can actually have some loud barks.
What is your lifestyle like? How long would the dog be left alone while you're at work or out? If your cats easily get spooked it may not be fair to them to get a dog, it could make them anxious and depressed. Have you thought about that?
