I understand that you don't have the resources there that we have here in Canada and the U.S.

The most dangerous part of the surgery for a 7 yr old dog is the anesthetic. If the vet doesn't have the right kind, and if your dog has any other health problems, it could be bad for her.

Make sure the vet does blood tests first, to rule out any kidney, liver etc. malfunctions.
