It seems like submissive urination to me. My BC had this problem especially as a younger dog. What helped her was actually taking a couple of minutes when I would come home and simply saying hello verbally and that's it. After a while I could then get down to eye level with her and scratch under her chin. Patting the top of the head can be seen in some canines as a dominant gesture so that I didn't and still don't do as it bothers her. She's got a high flight response so she's always been very submissive and has trained up well with a light, easy going and up attitude.
