This most likely has to do with the pissing match going on between the Humane society and the guy who runs a "FOR PROFIT rescue", he and the HS have been going at it for some time now.
He has even gone as far as putting up a billboard along the lines of " If you dont want your pet put down, surrender it to us"...
Its been a nasty battle, and IMO this guy is a whack job anyways.
