It could be separation anxiety. It could be pure boredom.

Does she crate him? Has he ever been crated? Where is he kept during the day?

And, is she certain that no one is purposefully annoying or frightening the dog? I say this because there are some nasty neighbours out there who, because they dislike animals pull all sorts of stunts (banging on the walls, ratting doorknobs, scratching the floors) to make sure they live in a animal-free zone.
