The reason I asked about allergies is that my Cocker Spaneil Lady has them and that's what they look like. If we don't keep on top of the allergies with an antihistamine, she gets those kinds of spots that progress to a skin infection because she's licking and scratching at them. Lady's allergies are contact so she gets the spots on parts of her body directly in contact with the environment, ususally her belly and lower legs. She squats very low to the ground to do her "thing". Perhaps you should consider allergy testing. The trial and error method can be very frustrating.
