Is the rescue the only one you can't start a thread with? They are only allowing qualified rescue groups. This may be why you are not able to post here. As for the pm's, I think that there has been recent changes with new members, what they are allowed to do in the beginning but that is just a guess. I don't know this for sure.
I emailed Marko for you. If you are able to use this option you may want to give him more details.
