Unhappy 2.5 Yr Old Pom-Chi WILL NOT stop peeing on the carpet! HELP!

I have a 6 yr old Pom and a 2.5 yr old Pom-Chi. While I am not 100% sure it is the Pom-Chi and not the Pom, my gut tells me it is. We never had these problems with the Pom before the new guy. I live in NYC so space is limited. I keep the dogs in the living room while I am at work all day. They do have access to the terrace in case they need to go out. If the weather is bad or it is too cold, I keep wee wee pads at the terrace door. Kenneling is out of the question bc of space and bc the little one SCREAMS if he is in a kennel. Since I am in an apt building, I can't leave him screaming or people would complain. Nearly everyday I am at work, I come home to pee on the living room carpet. Usually in this one spot where one of the coffee table legs is. I've tried blockading that spot but he will either just go nearby or pee on the blockade. I've tried various methods of cleaning the carpet and I have recently purchased a Spot Bot to deep clean. The pee is starting to actually ruin the wood floor underneath the carpet. This was even a new coffee table AND carpet ... I thought replacing would solve the problem. It's just getting worse and worse and I don't know what to do! It never happens when I am home so I can't catch him in the act. Any suggestions????? Please help!
