Does he howl louder than a cat that can hear? I am thinking of using something that vibrate , the cat could feel this and that may help him relax.

LOUD so they can feel the vibration . There are clocks that vibrate , you could put it under a blanket for the cat. Cats do love to sleep with other cats and the vibration would feel like a cat purring.
