Rake it up and start again..I found as Winston got older it his urine wasnt as strong I guess and the spots were alot less. I say over seed the area. You can cover it with burlap so that the grass isnt as harmed as it would be walking on it. Or you could put a walkway in with some slate or rocks? easy to hose down!
