Unless the owners are willing to surrender their dogs to a rescue , rescues can't do anything about this. You can call the SPCA or Humane Society but , if the dogs have food , fresh water and shelter , the spca / humane society won't be able to do anything either.
There's no law against keeping dogs outside.
but , like I said , they MUST have food , fresh water and shelter , oh and vet care if needed . If not , the spca will give them a warning , then go back after a while if if the situation hasn't change , then they can seize the dogs.
