It can be difficult to diagnose Cushings, so that much, at least, is true. Not sure why the vet isn't being more forthcoming. Rio might be an older gent, but we had a lab that was 15 when he died so Rio may still have some good years left if he can get treatment!
Can you make another appointment so you can at least talk to the vet in person?
Are you anywhere near a veterinary teaching hospital? We often use the one at the U of Mn when we have a tough case--it's a couple hours away, but they have a lot more experience with some of the more uncommon diseases than regular vets often do. If you don't get the info you need from your vet, maybe she'll give you a referral to a teaching hospital?
