That clear part on the oriole feeder is for nectar, and there are four holes on the top of the orange cover that the orioles supposedly can stick their bills and tongues through to lap up the nectar... Clever design, eh? However, either my orioles are a little dense or they just prefer drinking nectar from the easier to access hummingbird feeder, because I have yet to see one show any interest in the oriole feeder nectar.
So I stopped filling it.
I just use the grape jelly 'compartments' on the top of the feeder and they have to steal from the hummers if they want a sweet sip to go with it.
