Sorry but I can't figure out where you mean they are on your dog. 2 or 4 inches below my dog's paw would not be on his paw at all or even on his body, anywhere. ?????
Have you heard of interdigital cysts? They are between the toes. Would that fit?
Otherwise Hazel's question is a good one and would fit right in if you meant 2 or 4 inches ABOVE the paw. They'd have always been there though.
