I like this program it is free and easy to use and allows you to easily change image formats and use pictures from various programs that have different file extentions and convert them into jpeg images http://www.irfanview.net/
Once I open a picture from one of my files I click on the box that says Image and from the dropdown menu select resize, for there I can choose to resize by pixel size, by cm, inches or by percent of the original picture, you can also use for editing photos
