Do they not have any lotions? I
know that sounds weird but my old cat casey itched alot to the point
we had to shave sectian spots (well the vet did) and we applyed cream....after a few months she was fine and we have no idea what caused the itching.
In the mean time I would suggest nail caps or soft paws of something so shes not using her nails to scratch to stop a pit of the damage to her skin, the last thing you want is her getting an infection...
