Marty was neutered when he was 2 yo at the shelter. He peed in my house a few times. I think he smelled my last dog and was trying to say this is his home now. The article said dogs do not get neutered in Europe like they do in USA. Some cities and town made people pay more money for their dog tags if they're not fixed. I know when I see a male dog that has not be neutered
I am careful about Marty getting too close, I am concerned with the why the dog was not neutered. Some people like to see their dog attack another dog.
