Only a Crown prosecutor can lay charges - tho someone can file an official complaint which I hope they do. What she did is fraud. Unfortunately, there is little protection for the animals in her (I can't say care) -- whatever. With children, we can always charge the individual for child endangerement or neglect, etc.
