If your dog has always gone inside on papers and [B]you[B] don't mind why do you want to change it now? Are you thinking she will have accidents in the apartment? Does she not want to go to the bathroom outside when you walk her? My dog is litter trained(he is only 8lbs) so he goes in the house but he still will go outside when we go for walks. You can try to train her to go outside by taking one of the papers she has used in the house and setting it on the grass outside and giving her a treat when she uses it. Thats how I got my dog litter trained is taking the litterbox outside with us. Once he identified what it was for I moved it inside. Maybe if you take her paper outside she will use it out there? Once she starts to use the used paper outside then switch to new paper until she gets more or less consistent with that then take the paper away alltogether. Oh and a consistent feeding schedule helps a lot.
