If she's been checked by a vet then at least you know it's nothing with her health, so that's good.
Was she a stray? I have a girl who was a stray for about 3 years, and she very rarely moews, only when I have her in the carrier taking her to the vet. Most of the time she coos and chirps. I think I either read it on some site or maybe here, that cats that had been strays as kittens are taught by their mother to make very little noise, and not meow, so as to not give away where they are.
