I would not rule out submissive peeing.
If you husband is a more assertive person (or perhaps has a loud booming voice) your dog could be trying to tell him "hey guy, your the boss....see Im completely and utterly submissive to you good sir"
I have seen some dogs do this.
My female use to have excitement peeing, so I understand how frustrated you must feel.
