It's never too late for training. It's just a matter of finding the right method that will work for this particular dog. First things first, have you brought him to a vet to rule out a medical issue? Once that's been done, you should look into seeing a behaviourist. The poor pup has probably had a rough start to life. Good for you for sticking it out with him!
