Welcome to the wonderful world of Chow Chows! They don't do anything you want them to!
Out of all honesty, this is a breed that is very independent and need to be taught right from the beginning that they can't push you around. Leave the dog outside until it goes to the bathroom, once it does praise praise praise and reward!
Have fun with the Chow mix! I have a Chow (and many other dogs) and the Chow never, and I mean NEVER listens.
