Please don't have the little guy declawed. As LR said it is very painful for them and if the blinds are the only thing your worried about its not worth it. One of my cats is a year old now and not once has she ever scratched me. We do keep her claws short and if you start at a young age they come to expect it. She doesn't mind having her feet handled at all. I don't let my cats out but its a little comforting to know that if she did get out and she needed to climb something to get away whether it be from a dog or something she would still be able too.
