needs the testing

Wow that does sound bad.
But tests need to be done to determine what the problem is. It could be a number of problems that only testing will diagnose.....I would say that if you don't test the problems will surely continue.
Although i am not a vet, i know a veterinary tech really well...he says this is not normal for any breed of dog.
But 1300 bucks seems like quite a bit. I'd call other vets to see what they would charge.
or if $$$$$ is a big issue then check to see if there are any Universities with veterinary programs in your area that may charge much less.
