No, because bones aren't covered in felt. Also, when dogs chew on bones, hey use their back teeth more than the front, and when chewing on tennis balls, they tend to pull with their front teeth and canines, thus wearing them down.

Also, bones break off and they chew and swallow them. When dogs chew on the felt from tennis balls, they chew and chew, wearing their teeth down because they don't tend to swallow the felt.
