My first thought is what kind of dish is he using? Many of the plastic ones can cause irritations and switching to a good ceramic or stainless steel dish is a good start. Keep it clean.
After that, I echo the previous posters: try getting him vet checked for allergies, thyroid, vitamin deficiency.
