I call for a ban on shih tzus!! and make them wear a muzzle! ..or walk in a hamster ball at all times while off owner's property! Why do people even get these nasty creatures.
All good points about stupidity all around and both parties can be blamed for what happened, but what bothers me most about this story is that the dog's owner tried to take off.
