Vaseline does work- we used it on my parent's JRT, and on my cat's pads. Bag Balm is good as well- it is vaseline-based but also has a bit of antiseptic in it. The only trouble is it rubs off as the animal walks around. But if the dog's toe doesn't hit the floor this might not be an issue.... If you can get booties- it wouldn't hurt to rub a bit of the vaseline/bag balm on, and then put the bootie on.
