The best thing to do is keep the Mother , care for her nurture the kittens socialize them and then if you must take them to a pet shop you will have to get on a waiting list some pet shops are owned...

Yes you can so take a stray to the vet

It does not have to be your cat in order for you to take it to the vet, it is in need, it is a stray and lawfully you can so take it to the vet you are just rendering as a good Samaritan, no law...

Some cats are lactose intolerant, I personally never encountered it so I think it depends on the genetic makeup of the cat just like not all humans are lactose intolerant it's okay to try yogurt on...

I just wash the tear stains out with murine on a cotton ball

I think washing the tear stains regularly with Murine, ( a sterile soltion containing sterile boric acid is all you need really on a cotton ball gently
