I just bought a toy which can have catnip put in it. How often should I refill it with fresh catnip and is catnip safe if my cat was to ever eat some of it??

Need some advice!
I wrote about this before but my cat has small black dos on his lips. I have removed all of his plastic bowls (except for one water fountain bowl which is plastic but I do wash it all the time).
