Pulled Ligament

My Dog is 3 years old. She is a Shi-poo. She started to limp on Wednesday last and the Vet has suggested it is a pulled ligament. She is on an anti-inflamitory drug and pain killer (drops six drops once a day) - My Vet has suggested it may heal on its own within two weeks otherwise she will need an x-ray and surgery (cost approx CAD 1,000 - 1,200). However she is not entirely sure that this is the problem! My question to you is how serious a problem can this be? If we dont have the surgery what are our other options? Is two weeks enough time for this healing process if it is in fact a pulled ligament? Thanks.
