Jumping dog

I have 3 boxers and one seems to like to jump the fence. I have a 4 foot fence around my backyard. All 3 of the dogs go outside about 3 to 4 times a day for about 1/2 hour each time. Tellie who is spayed and about 1 1/2 will jump the fence if she see's another dog or person walking a dog on the street. I have put up one of those Innok electric fences and she stays within the boundaries unless she see's another dog. When the people next door who have 2 dogs let there dogs out. Tellie will run right up to the fence shocking her self not caring about it. If someone is walking a dog or a dog is running loose Ellie runs right up to the fence and jumps right over chases the dog awhile. Then she returns to running up and down the outside of my gate till I realize she has gotten out and I bring her in. I'm at my wits end. I have tried putting up wood to make the gate higher in the place she seemed to like to jump but then she just found another spot to jump. Any suggestions. I can't have her keep jumping she could get hurt or hurt someone. She is not mean but will jump up on people sometimes when she is real excited and I would hate for her to scratch someone. Any suggestions on getting her to stop jumping.

A 4 foot fence is simply not high enough to contain and energetic and athletic boxer.

How much attention, exercise and training do these 3 dogs get? It must be very difficult to give all three enough of each.

I really suggest you make the fence 6 feet high - one cheap way would be to add a two-foot high lattice to the top - and take Tellie to obedience school.

Does she know any commands? She really needs to have good obedience, because a dog can't jump up on somone if it's in a "Sit".:)
