'Course, just cuz the ABA endorsed the new policy doesn't mean any municipality will follow up on it. :( But at least it's out there now for municipalities that might be thinking of strengthening their problem animal legislation--and corporate counsels will have it there in front of them when the boards come asking for advice on the legalities.
