The situation with puppy mills and kitten mills hereabouts is a shame, and should not be tolerated in a civilized society.

On this thread is the info on Bill C-50 and how to help make it law. After seeing this gruesome story on the news, I could no longer just sit by and let this happen, so I am sending a letter today. Enough, already!

Yes, QC has finally been shamed into drawing up anti-cruelty/puppymill laws, but with no manpower to enforce them, what good are they?:(

You make a great point, but let's be hopeful that with the new laws, there will be an influx of caring folks that want to be hired into the positions, (terribly hard and heartbreaking work:( ) and that the gov't will be forced to create the required staffing positions to go along with the laws.

It's not just Que, Canada needs laws, there is virutally NOTHING to stop mills, BYB's etc... BC has next to nothing as well...

The laws haven't been changed in YEARS.

anyone know of any stateside initiatives? the us has a horrendous problem as well with BYB's and mills, especially in states with larger Amish populations (PA was dreadful, I moved thankfully).

Oh, you mean what's the point then? If we want laws to change - we need to ask for them.

I am writing to urge you to vote for Bill C-50. This legislation amends the animal cruelty provisions of the Criminal Code and was introduced in the House by the Minister of Justice in May.

This legislation places crimes against animals in their own section of the Criminal Code, increases penalties for infractions (which can now be dealt with by summary or indictable charges), and removes the need to prove that neglect against an animal is “willful,” before charges can be brought for this offence.

These changes are long overdue. They do not affect traditional animal industries or the rights of hunters and anglers. What Bill C-50 does is bring the Criminal Code up to date and in line with modern community standards.

At the same time, I would urge you NOT to support Senator Bryden’s bill in the Senate, Bill S-24.

Senator Bryden’s bill maintains the antiquated language of 1892, when these sections of the Criminal Code dealing with offences against animals were first written! It maintains that neglect must be proven to be “willful” before charges can be laid: as a result, it is not enough to prove that someone starved a dog to death, for example, but that it was done on purpose. This is ridiculous! Finally, Bill S-24 keeps animals in the “property” section of the Criminal Code. This sends a bad message to potential offenders: “It’s mine and I can do what I want with it.” And it sends a bad message to the Courts, which are often too lenient with crimes against animals.

Please, support the Justice Minister’s Bill C-50 and make sure that it gets speedy approval in the House of Commons! It’s time for this new animal welfare legislation because it reflects modern community standards. Let’s do it right! Let’s do it now! Please, vote for Bill C-50.

The US licences breeders as A or B kennels, one being commercial kennels and they are totally legal in the US! Also they allow auctions, just like cattle, breeding dogs are sold, it's sick! It's regulated by the USDA and they have very few officers so kennels aren't inspected that frequently.

Many of those puppy mill pups are sold in Canada, I know of a chain store in BC the only buys from Hunte who buys from mills (and not only US mills) they are now buying from Que mills.

Not at all. We have been demanding change for years. The laws ARE changing, but with approx. 10 cruelty inspectors for the entire province, (and up to 200 in other provinces)changing or enacting laws will have little consequence with no one to do inspections or enforce laws.

And as MIA pointed out, QC alone does not carry the burden for needing change.The despicable and hysterical slaughter of innocent dogs, and persecution of law abiding owners in Ontario is shameful in the extreme.

Don't get me wrong - I"ve lived her all my life and hate the general attitude towards animals here, but QC is not alone in being guilty of allowing abuse to go unpunished.

BC isn't any better! We do have puppy mills here and a few have been busted but it's not enough, heck we had a couple keeping a Rotti in a rubbermaid container!!!!! BC is just as Bad as the rest of the country.

In my opinion the US and Canada need to do something, but it doesn't seem to be a priority.

Think of it, approx every 2.2 seconds a dog is killed in North America only for not being wanted. There is something wrong with that.

Think about this:

Every petstore here sells puppies and kittens from mills and bybs. Each time one is sold, for outrageous prices, the governments - both federal and provincial - add money to their troughs. The government is a profit making, silent partner of the puppymills.

We've had those petitions at each of our adoption events and gotten a huge number of signatures, but when the governments are pocketing about 100$ from each peddled mill puppy, what is their incentive to stop it?

I think the citizens of each town and municipality needs to put pressure on local governments to outlaw the sale of kittens and puppies in local petstores in that particular town.

The town of Hudson, QC did this successfully!

I guess the only way would be to keep this issue in the forground at all times, with an election coming, we should ALL fax, email and phone our MP's (members of parliment) and tell them exactly how we feel about this!! drown them in fax, email and calls!!!! going to the opposition would probably be best!!!!

I don't understand this though LR, how does the government make money off the dogs sold? As I understand it there isn't even a sales tax on pet sales.. :confused:

In BC anyone selling an animal is to collect PST, I know MANY don't... I see this as a way to get the BYB's and millers audited... The only way to really stop them is to get them in the pocket... All that counts to them is money.

You mean the lawmakers are using taxes as a tool to get to millers? Surely, there are other, less blunt instruments, such as hiring enough people to ENFORCE the laws we already have and ensuring that these walking-apologies-for-people get jailtime and lifetime probation. But then, even murderers don't get lifetime probation, what am I thinking. I'd like every Quebec MNA and every ******* (insert your own personal insult) senator in Ottawa to find these photographs on their desk tomorrow morning. This is what their inaction not only ignores, but encourages.

No, it's a tool I and other rescuers use to stop them!!! A friend and I have now gotten two millers in trouble locally with the tax man and now that we can sick the PST people on them we will!!!! The lawmakers do very little as far as I know. As for hiring more people to enforce laws, what laws? The cruelty laws in Canada are a joke, they haven't been changed since I beleive the 60's. Puppy milling isn't illegal persay.... Canada has ZERO breeding regulations, some towns have kennel laws etc but federally there is NOTHING.

Quebec is the worst as far as I know in Canada, but blame the entire country! We are so behind the times as is the US.

So why not flood our PM with e-mails - use sample above. It would take about 1 minute - but certainly it won't hurt. Blainville bust is a good example of how our animals are treated - law's must change.

No, it's not illegal at all. Someone can keep dogs in small cages all their lives, and breed them every heat as long as the dogs have shelter, food,water and necessary vet care and the dogs are not literally dying or starving. That is ALL you are required to give an animal.

Neglect/abuse is illegal and of course not paying taxes on the puppies being peddled is about the only thing that would interest the government, if it can be shown the millers are making a certain income.
