Just watched it and here are some highlights...I have writers' cramp! it's very long, but thorough:
* Mr. B met with Humane Soc., Trainers, SPCA, Breeders, owners Police and Municipal officials from Windsor and KW;
* has rec'd over 5000 emails and over 1000 letters and claims to have actually read some!;
* Mr. B: " Enough is enough" and "Pit Bulls: BANNED - BANNED! We are passing a Pit bull ban in Ontario" Within a month, I will pass legistlation...
* severe restricitons: PBs must be muzzled, leashed, neutered and spayed plus additional restrictions in municipalities as well as restrictive penalities on ALL BREEDS;
* Mr. B.: "WE CANNOT HAVE THESE ANIMALS WALKING THE STREETS, THE FIELDS AND THE FAMILY ROOMS OF ONTARIO!!"
*New providion: irresponsible owners of dogs that attack: warrants, doubled to $10,000 for owners; incarceration up to 6 mos.;

* Menacing dogs(the ones that strike fear in people before they bite or attack) can now be euthanized;
* Municipalities are working with hypothetical identification; Mr B."not a patchwork approach---not sustainable if done city by city";
QUESTIONS TO MR. B.:
What is a PB?
A: onus on owners to provide papers; "If it looks like a pb and barks like a pb and wags its' tail like a pb, then it's likely a pb!"
When to sterilize existing pbs and how to police?
A: work out timelines in feasable manner- implimented by municipalities; is already a HS recommendation. Mr. B.: "it is a small and dangerous population"
Crossbreeds?
A: Looking at the Winnipeg definition; 5 of crossbreeds - Practial experience and they are able to identifiy pbs.
**CERTAIN XBREEDS WILL FALL UNDER BAN!"
What are the statistics?
A: 1-3% of dog polulation cause 48% to 66% of serious incidents:
48% are serial attacks (cause a death of either victim or pb is shot to stop attack) and 66% are considered rampage dog attacks (no death).
Mr. B: "Makes a DEVASTATING case for banning!"
Was there 1 incident that made the deciding factor?
A: for the public, the late Aug attack in TO.
Irresponsible dog owners - definition?
A: not leashing mennacing dogs etc as defined under current Dog Owner Liability Act;
Jail for owners of menacing dogs?
A: have to be extreme case and up to the courts who will be given the power to decide.
Can any dog be classified as a dangerous dog?
A: Yes
What if people begin to hand in their pbs?
A: didn't happen in Winnipeg. Will work with municipalities as things progress.
Is it genetic in PBS?
A: no evidence, stats only.
If it becomes law can I call the cops if PB w/no muzzle or leash?
A: YUP. People will be put in place to enforce. Bill will allow Annimal Care and SPCA to enter premises with a warrant. Both peace and police will be granted warrants.
What if PB's go underground?
A: hasn't happened so far, people have complied.
Will there be extra$$ for enforcement?
A: yes from fines and liscencing.
Will pb owners just go on to next breed?
A: No compelling evidence to lead Mr. B to believe another breed as bad as pbs.
Province wide registry?
A: No, up to municipalities.
If and when passed, is there a transition period?
A: 3 mos. as done in other places: if ban passed Jan 05, any pbs born in Apr 05 will be illegal.
No, Don Cherry's dog is not a breed that is affected. He also said that Boxers are ugly!! Huh!
Menacing dog owners required to have insurance?
A: up to municipalities. Also wants to make provisions that victims are able to bring civil action against irresponsible dog owners.
the question was raised about England trying to repeal the PB ban, but Mr. B said that he heard differently: he wants to put identity of pit bulls in legal statute and has no intention of going after other breeds.
