whether it's legal to hold group dog training classes in city parks? Is it recommended that dog trainers have liability insurance or a business licence?

If you're charging for your services, then yes, you have to be a registered company. It is strongly recommended that you acquire liability insurance unless you can pay out of your own pocket should an accident occur :shrug:.

You have to apply for a permit at your municipality for any type of large gatherings in public areas, especially, in your case, if the location chosen is not a specific place for dogs.

I've seen people do one-on-one training in our park, but never a group. Interesting concept. I know htere are people at our park who would specifically like help training their dog to behave at a park - things like recall and STOP running across the darn road.
If that's what you're planning, I hope it works out well.
