Introducing dog to cat

I have been trying to get my middle-aged dog who is a mix breed of colie/german shepard/dotsun (farely small) to my neighbors cat. The cat actually attempts to attack the dog while the dog is scared. I have been reading articles and most are proposed the oposite way (dog attacks cat). I really have no basis on how to introduce the two. :confused:
