I recently adopted an 11month old Brittany Spaniel who had been kept in a cage with very littlle contact with humans and other dogs since puppyhood. Of course, he is wild, which I expected, but, I am concerned about his biting. It is constant whenever I try to train him: by pulling down on his collar and saying "no" when he jumps or exhibits unwanted behavior. Is he still trainable?

Yes, I think he is still trainable.
Did you try a trainer?? If you take him to a trainer and class they might be able to help you evaluate the problem area.
I know your doing it by yourself, but maybe you need the help of a professional trainer to show you how to get this little biter to stop biting.
Please keep us updated and let us know how he's doing.
How long have you had him?? Due to the very little contact w/humans that he had, he's probably more afraid that your going to hurt him and bites in reaction to protect himself.

Go very slowly with the training. No need to rush it, right?
When he bites you, say "ouch!" in a high pitched voice, and then growl "No no no." to him.
