Odd clattering behavior with new pup~

I'm hoping someone can give me insight about this odd behavior I've noticed.

I have a Cocker male, about 1 1/2 years old. Just last week I introduced a new 8 wk Cocker female (actually his little sister !) and they get along great. Well of course, he is always sniffing his undersides, but once in a while I notice he licks her butt then he looks up and his mouth starts clattering or chattering or whatever... basically like he's chewing something really fast on the front part of his mouth.

Does anyone know what this is? My sister told me that she saw an episode of National Geographic where male camels or giraffes do this to learn of a females scent right before they mate... I didn't believe her. Isn't she too young to have a "scent" ?

Even though your puppy is so young, your other dog knows she's a female. Your sister is right. ;)
