Although I do agree with you on that the guy is a butt for saying this,

I think he meant to say that getting charges laid in a animal cruelty case is low. So, even though it doesn't look like much and does not give the poor dog justice, it is something. Depressing..yes..but something.

I work on cruelty cases everyday. I know first hand that these animal laws are disrespective, insulting, demeaning towards animals...wheather it be domestic, wild, farm or exotic.
