I found a cat in nearby cat. And she followed me home and left at night. Later, I found her wander around my neighbour. It seems noone really around me own her. She recently stay at my place since I feed her. I am trying to find her owner. But if I have to keep her, what should I do? do I need go some palce to get a license? what about vaccin? and anything else? please help. thanks.

I guess the first things to determine :
ARE YOU ABLE TO CARE FOR THE CAT?
DO YOU WANT A CAT?
Also, not to be nosey but how old are you?
If you live with your parents or someone else what do they think about the possibility of a cat?
If you don't want a cat or can't care for and feed it and have it checked by a vet it would be better for the cat if you took it to an animal shelter.
Otherwise you will need to have it checked by a vet and determine it's general health, get a kitty litter box, buy the cat both dry and canned cat food and provide fresh water and a bed.
Are going to keep it inside?
Do you have other pets?

I do hope you can keep the cat though and take good care of her,she obviously needs some love and care.
