Odd female cockatiel behavior

Anyone know what's going on? My male cockatiel sits in the food dish and the female cockatiel walks around on the bottom of the cage facing either up towards the male bird, the door and me, or the back of the cage altogether with her tail feathers up and making some noise that I can only describe as a not loud screechy noise. She also bobs her head while she's doing this.

What could she possibly be doing?

sounds to me like you have the sexes mixed up or they are mixed up, your male in the feed dish is displaying female tendancies for nesting, and your female pacing on the floor puffing up is displaying male tendancies waiting for the female to lay.

Well, they both have papers, so I'm pretty sure of the sexes.. at least, I hope I am? What I'm calling the male is an avid singer, and I got him from a breeder who got blood testing on him, as well as the girl, who I got from a different breeder, also got blood testing on her. Maybe I'm not able to tell the difference between whiteface pied and cinnamon pearl?

Also, something else about them is they aren't very nice to eachother. The female always goes up to the male, nuzzles him a little bit, and then bites at his feet which makes him retaliate. Or she'll get close and he'll bite at her.

She's not puffed, she just has her tail feathers in the air.

Both male and female will nest. Sounds like breeding behaviour.
