Puppy eating frozen pee! :S

I have a 3.5 month old female border collie puppy and my sister owns a 4 year old male mutt. I live in Winnipeg, Manitoba, and we have a large fenced in back yard. Both dogs will go outside and do their business, and come back in right away. But if I go out there with them they like to stay outside for longer. They'll play for a bit, and then Gypsy (my puppy) will go over to the spot where Milford usually pees, and she will eat the yellow snow. Not only is this disgusting, but she recently had an infection in her mouth and it's probably not the best thing for her to be eating while it's healing.

Usually we shovel clean snow overtop of the pee and she'll leave it, but I don't want to have to follow Milford around with a shovel all the time in case he needs to go to the bathroom. Does anyone know a way to get her to stop this? :confused:
