chewing up pee pads

My almost 4 month old chi pup is about 95% litter box trained right now. I would like to switch the litter with puppy pee pads but I'm finding all she wants to do is chew the pee pads to itty bitty pieces. Any ideas? The reason I want to switch is for when we go somewhere its just so much easier than carrying a litter box full of litter. She won't get much over 3 pounds so going outside much is out of the question. We have too many owls and hawks that would take her for prey. Of course in the summer I will take her out on a harness and leash for some playtime.

No one has any ideas or suggestions??

I used the pee pads with my tzu until he was about 4 months old, that's when he decided to rip them to shreds! I know you can buy a pad holder at Petsmart, but that didn't work for Buster either. He would just drag the holder and the pad around and then destroy the pad.

You can also buy an actual pad "box" (for lack of a better word). It is too heavy for a little pup to drag and it keeps the pad in tact.

Luckily my Buster is now trained and goes outside, so no more pee pads for me!
