Did My Dog Have A Stroke?

I have a 10 year old Cocker Spaniel, allways heathy. All of a sudden yesterday, he kept keeping his mouth open and his one sets of eyelids kept somewhat closed...today when he drinks he is drulling all over him self and still just seem to keep his mount open...he is eating and drinking (but doesn't seem to chew much, just swallow) he seems other wise ok, no pain or anything just a very odd behavior w/ his mounth open most of the time with drule all over it (drull is not common for this breed) and it seems he can't control his mouth? He is not out of breath, it's not hot, just keeps his mounth open, just seems to have a hard time closing it or keeing it closed.
Did he have a stroke?
What is the signs of a stroke?
What do you do if it's a stroke?

Please help, I'm not sure we can effort going to the vet...please.
