my vet has suggested that we bring the dog in for surgery. apparently, hair from the bottom eyelash is scratching the dogs eye. its from squinting. he believes he needs to make an insision just below the eyelid so it pulls the eyelid down and away from the eyeball. MY QUESTION IS" has anyone heard of problems with this procedure?"

There was another discussion about this, and the consensus is that it's a very safe and effective surgery, and really necessary since the condition is very uncomfortable for the dog.

I have not heard of problems associated with this surgery, but just by the sound of it, it does not 'seem' like a proceedure that would have many problems associated with it. (aside from potential problems associated with ANY surgery)
It does not seem at all like this would be complex surgery. It seems like it would be similar to a cosmetic proceedure like an eye lift in humans.
What do others think?

Just out of curiosity, what kind of dog do you have?
All the dogs that I know of that have had this type of surgery come through with flying colors and have no more problems with their eyes.
Your dog will thank you when it is over.

Go for it!
I had a dog who had to have this done on both eyes. She had absolutely no problems with the procedure, and was MUCH happier afterwards, I'm sure!
